2. Facilitates communication with Zeebe Cluster, is coupled with Zeebe Cluster.
3. Zeebe Gateway is Horizontally Scalable.

Based on above characteristics, an Active-Active Approach is better suited. Since this component is tightly coupled with Zeebe Broker Cluster, this component would be simply deployed to both region.
